Yes, the range of the Scarecrow can be changed in the config

Does the Scarecrow keep chunks loaded?

No, the scarecrow just keeps spawners active and allows for passive mob spawning in an already loaded area
If you do want to keep the chunks loaded, checkout Chunk Loaders for an elegant solution
